Subnational Planning Guide

The Risk Proofed Planning, Budgeting, and Monitoring Guidelines represent a transformative approach to sub-national governance by integrating the Community Driven Development (CDD) methodology into local planning processes. The guideline also incorporates key elements of Climate Change Disaster Risk Reduction (CCDRR) and Gender and Social Inclusion (GSI), ensuring that it is a comprehensive framework. Beginning with a clear institutional framework that defines the roles and responsibilities of various stakeholders, the guidelines outline a ten-step of the planning process that spans community consultations and prioritization at both the Area Council and Provincial levels. This provide the baseline for the development of the Provincial Five-Year Development Strategy and Annual Plans.

10 years Implementation Plan

The 10-Year Decentralization Implementation Plan articulates the Government's vision for a fully decentralized governance system, emphasizing transparency, community participation, and effective local administration. To realize this vision, the plan sets forth several key policy objectives: empowering local communities through the devolution of decision-making authority and resources, establishing mechanisms for integrated development planning that flows from the Area Councils to the National Government, and enhancing both political and administrative capacities to ensure efficient service delivery at the local level. Additionally, the plan aims to promote accountability in resource management, build the capacity of EACs in planning and service coordination, and introduce an integrated budget for area Council development.
