Subnational Planning Guide
The Risk Proofed Planning, Budgeting, and Monitoring Guidelines represent a transformative approach to sub-national governance by integrating the Community Driven Development (CDD) methodology into local planning processes. The guideline also incorporates key elements of Climate Change Disaster Risk Reduction (CCDRR) and Gender and Social Inclusion (GSI), ensuring that it is a comprehensive framework. Beginning with a clear institutional framework that defines the roles and responsibilities of various stakeholders, the guidelines outline a ten-step of the planning process that spans community consultations and prioritization at both the Area Council and Provincial levels.
